Ephesians 4:11,12,16 talks about Jesus gifting members of the body for different functions:
"It was He [Jesus] who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers, 12 to prepare God’s people for works of service, so that the body of Christ may be built up ... 16 From him the whole body, joined and held together by every supporting ligament, grows and builds itself up in love, as each part does its work." - read the rest of the chapter here.
I believe it's possible that many more Christians are gifted to be pastors than are actually paid full-time to be one. Do they still have responsibility to use their gifts? Do they have to go to Seminary? Should they be paid full-time to use their gift in the body?
Biblically, what is a pastor? What do they do? (not traditionally, or your opinion, what does scripture say?)
What do you do with gifted pastors who are not in a "pastoral" leadership role in a church? Do you have to work at a church and be paid staff to legitimately be a pastor? If not, how do you decide who to pay, who not to pay.

I'm afraid that by not legitamizing and empowering unpaid - yet gifted - pastors, we may not be advancing the Kingdom as much as God would like us to.
